The Pentateuch, or first five books of the Bible, is a mixture of narratives and laws. Quite often a series of laws will be sandwiched between narratives. If there is no integral relationship between the two, it would have made much more sense to put the law code after the covenant ceremony or even at the end of the Book of Exodus.
